While the cauliflower is cooking, saute the garlic with the oil in a small skillet over medium low heat. Cook for a few minutes, until the garlic is fragrant and soft. Add the milk, stirring well to blend. Stir in cauliflower, potato, broth, salt, and pepper; bring to a boil. Next add the garlic and potato.
